Leaders are Managers but Managers are not necessarily Leaders
The main difference between Leaders and Managers is that Leaders have people who follow them, while Managers have people who work for them.
"Manager" is the person who is responsible for completing the process of an organization efficiently using human, financial and other material resources to achieve the organizational goals by executing the management functions, which are Planning, Organizing, Leading and Controlling.
"Leader" is a person who can Influence other people to achieve goals and guide them, shape their attitudes and behaviors to achieve the relevant organizational goals effectively. To become a leader a person must have acceptance of the followers. The authority vested in the official position is not necessary for Leaders. (Morgan.J,2020)
The Manager is performing administrative tasks. However, even as a manager have to consider what is to be done and whether there is a more effective and efficient way that could be done. Furthermore a manager do not necessarily need a vision. Mostly there is a goal of making the business or organization better or can be goals such as Revenue, cost effectiveness or smarter processes & etc.

A Leader influences his subordinates to accomplish common goals of a business or an organization. And mostly the employees of an organization know what to do on the daily basis. But the leader may have a vision or higher goal for the business or organization and is able to communicate this goal as well as to motivate the employees to achieve it.
It is essential to understand that leadership is an essential part of effective Management. A good leadership behavior helps upon building an environment in which each and every employee develops and thrive.
Over managed organizations and Under-led organizations do not achieve the expected goals or targets. Managers accompanied by Leadership is a must to sets a new direction and makes efficient use of resources to achieve targets and goals. Both Leadership and Management are essential for the organizational success.
Conclusion
Management and Leadership are connected with each other. Leading is one of the main functions a manager performs. So with the view of this cannot agree for the statement "The leaders are managers but managers are not leaders".
Therefor the bottom line is that a prospering business or an organization needs both, good Managers and good Leaders in it and for optimal effectiveness of functioning.
